This study represents the first attempts for state funding to master the lace craft in Kalofer. They are unsuccessful which inevitably leads to the first limited endeavors for replacing of import artisan equipment with Bulgarian one.
In the first steps of searching of stable institutional funding, there are different levels of control of civil culture from different social groups and still a great reliability of the traditional social normative system. It is a significant basis for the social implementation of a new livelihood in Bulgaria in the beginning of the 20th century. The development of civic culture in Bulgarian society after the Liberation is not straightforward, it is a complicated and twisting road of rotating interaction and opposition between the old and new social values and standards.
